GREAT NEWS! we have a once in a lifetime opportunity to improve the enjoyment of our great lake community by reducing the traffic noise from I-94!
OPTION #1: MNDOT has approved a 1,233 lineal foot by 20' high noise wall to be constructed starting the second half of the year in 2026 if private donations are secured! See the maps below (the red line shows the location of the approved/proposed wall). The total cost of this wall is $1,610,040 with MNDOT paying $1,450,487 and private donations needed for the balance of $159,553.
Note: The red line indicates where the approved 1,233 LF wall would be constructed. The green lines show the locations of where private funded walls could be constructed.
The location and approval of the noise wall was determined based upon the strict guidelines of MNDOT's noise barrier program. To meet these strict guidelines, there must be a certain density or number of homes that are located within close proximity to I-94. Although the approved wall does not cover the entire north side of Upper Spunk Lake, MNDOT has stated that private donations/funds can be used to add onto the west and the east side of the approved wall.
OPTION #2: The following is one scenerio (as shown in green on the above map) which is dependant on how much private funding can be raised: From the west side, if the wall starts near the rest stop on-ramp (east bound rest area on-ramp) and goes to about the billboard near the cemetery on the east side it is estimated to run an additional $3,639,288 or $67.3942 per square foot:
1,400 lineal feet to the east x 20’ high = $1,887,038 and 1,300 lineal feet to the west x 20’ high = $1,752,250
Total $3,639,288Total Project Cost Is:
$159,553 (private funds needed for the approved wall) + $3,639,288 (for expansion of the approved wall) = $3,798,841.
QUESTIONS AND ANSWERS:
Q. How can we pledge money for this project and when will the money be needed?

Q. Whom will I need to make my donation check out to and will my donation be anonymous or will it be public information as to how much I donated?
A. All donation checks will need to be made out to Avon Township and then Avon Township will write a check to MNDOT. It is completely up to you if you want your donation amount to remain anonymous or if you want to be included in the list of donors.
Q. What if the needed funds are not raised/pleged to construct the approved noise barrier (Option 1: $159,553) or add onto the approved noise barrier (Option 2: $3,639,288)?
A. If the needed funds for Option 1 are not pledged by November 30, 2024 the approved noise barrier project will not move forward. Likewise if the funds for Option 2 are not pledged by that date, the extension of the barrier will not move forward.
Q. What if the private funds are raised for Option 1 but not for all of Option 2?
A. The amount of private funds raised above $159,553 for Option 1 but not enough for all of Option 2 will be applied equally on both sides of the approved barrier location if those that donate agree that is how the funds are to be spent.
Q. Will the noise wall be constructed on private property?
A. No, as per the noise wall program requirements, the noise wall can not be placed on private property and must be constructed in the Interstate 94 road right of way.
Q. How did we get this opportunity?
A. With the help of Sen. Jeff Howe and Rep. Lisa Demuth, the guildines for the MNDOT outstate noise wall program got changed in 2023 to include townships and not just municipalities. Note: This project is the first noise wall project located in a township to apply and receive funding for this program.

NOT A FUN FACT: Q. What is the daily traffic count on Interstate 94?
A. In 2019 (the last time it was measured) there were 29,500 vehicles that drove on I-94 between Upper and Middle Spunk Lake each day. MNDOT projects that by year 2054 there will be 43,230 vehicle per day. Thats a 47% increase!
